What is a "Hung Parliament" in the UK?
The meaning of "Hung Parliament" is a phrase used to show that no political party has won more than 50% of the seats in the House of Commons. A seat is a quirky term for a member's constituency: the place where the voters cast their vote to elect the member to the House of Commons.

When no political party has a majority of seats (no overall majority) after an election in the UK the position is defined to be a Hung Parliament - perhaps we are hanging on to see what happens and who can work together in a coalition. Then we can add all of the seats that have been won by each party together to create an overall majority.
A Hung Parliament only really lasts until that agreement is struck and the party leader (David Cameron or Gordon Brown) that has the most seats out of the two parties in coalition, becomes Prime Minister. The name will stick though to indicate that policies will be modified to accommodate the manifesto pledges of the combined parties.

- A delay in getting to know who will be Prime Minister
- A delay in knowing what Parties will form the next Government
- A watering down of the actions any Party can implement out of their Manifesto pledges.
- An integration of actions that the smaller party wants to be included in future legislation.
- A greater voice for the electorate as a whole as over 50% of the votes will have their party as one of the two (or more) parties in the coalition
- But when the Parties find that they cannot work together another election will be called and that may mean that the disenfranchised voters that could not vote due to the polling stations closing, will be able to register their vote.

It's all according to who you are.
If you are David Cameron (Leader of the Conservative Party), then a Hung Parliament means that you don't yet know if you will be Prime Minister and you have to persuede Nick Clegg (Liberal Democrat Party Leader) that you will implement some of the things that he wants to be implemented.
If you are Gordon Brown (Still Prime Minister, Leader of the Labour Party) you don't know if you will still be Prime Minister even though you have not received:
- A mandate from the voters,
- A majority of seats in the House of Commons: enough to give him an overall majority
- Any indication from Nick Clegg that he will work with the Labour Party to form an overall majority.
If you are Nick Clegg then it is not a bad thing - because, although you have not been elected or got enough seats or got the majority of votes, you will be able to cajole David Cameron or Gordon Brown to give some concessions in policy to get your backing.
For the electorate, us, it means that our votes have counted. If two parties are in power in coalition (A Coalition) then the majority of people that voted with have the policies they voted for implemented or at least modified and implemented. More of our voices will be heard and taken note of. There will also be a toning down of the more outlandish policies that the senior party went to the polls with.
For Great Britain, it is difficult to weigh the negatives against the positives. It can only be decided once two parties working in coalition show whether they can work together for the betterment of Great Britain or not.

- An, as yet, unknown Labour Party Member of Parliament.

In the scenario we are faced with, a Hung Parliament, it will depend on Nick Clegg.
If he finds that he can get enough concessions on Policy from David Cameron so that a Lib Dem / Conservative coalition can be formed, then David Cameron will be Prime Minister.
If Nick Clegg / Liberal Democrat Party find that they cannot get enough concessions on the important policies then he / they will try to ride the other horse. If Nick Clegg can obtain the concessions that he requires from Gordon Brown then a Labour / Lib Dem coalition will occur. But it is not yet certain that Gordon Brown will be the Prime Minister under those conditions. One of the conditions Nick Clegg could ask for, is the removal of Gordon from his position as the Leader of the Labour Party. That would throw open the possibility of an alternate Prime Minister to the two main protagonists.
